When you engage a manpower agency, you are essentially choosing between two models. On-roll staffing means the worker is on the agency's payroll and the agency bears the employer's share of PF, ESIC, and gratuity liability. Off-roll or contract staffing means similar outcomes legally, but the contractual relationship runs through a service agreement rather than direct employment.

Statutory compliance is not just a checkbox. Under the Contract Labour (Regulation & Abolition) Act, 1970, any establishment employing 20 or more contract workers must ensure the contractor holds a valid licence and deposits PF and ESIC on time. If the contractor defaults, the principal employer is held liable — including for arrears, penalties, and legal proceedings.
Before awarding any manpower contract in Mumbai, verify: the agency's CLRA licence (if applicable), PF registration and recent ECR filings, ESIC registration and contribution receipts, and whether the agency pays wages via bank transfer (required under the Payment of Wages Act above a threshold). Semi-skilled manpower: Helpers with on-the-job training, forklift assistants, store assistants, and housekeeping supervisors. Suited to warehouses, manufacturing ancillaries, and large residential complexes.
Unskilled manpower: General helpers, sanitation workers, loading and unloading staff, and marshals. High-volume deployment across commercial and industrial sites.
Industrial estates in the Mumbai Metropolitan Region — including MIDC Andheri, MIDC Turbhe, TTC Industrial Area in Navi Mumbai, and Bhiwandi warehousing clusters — have specific manpower requirements around shift discipline, safety compliance, and headcount flexibility. Supervisors deployed at industrial sites are briefed on factory safety protocols and co-ordinate directly with the client's plant manager or HR team.
